INC5.3.: A step forward for the Global Plastics Treaty negotiations

One day after the non-result of the negotiations for a new science-policy panel on chemicals, waste and pollution (ISP-CWP P1), the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution (INC 5.3) finally elected a new chair; 123 days after former Chair Ambassador Luis Vayas resigned.

Plastics Treaty Negotiations: New Chair Elected After Seven-Hours and thanks to Voting

The same political dynamics that stalled the ISP-CWP were on display the following day, Saturday, February 7th, as the negotiations of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution (INC 5.3) resumed in Geneva. After 123 days without a chair following Ambassador Luis Vayas Valdivieso’s resignation, Chile’s Ambassador Julio Cordano was elected with 63% of the votes.

While the meeting was purely procedural in nature and not intended to delve into substantive matters, having a new Chair can create new momentum and hopefully unlock the dynamics that have been at play. It will also be important for the new Chair to ensure meaningful and inclusive participation of civil society and rights holders throughout the remainder of the INC negotiations, including in intersessional meetings.
